RDN has provided National Environmental Policy Act (NEPA) and other environmental services to the United States Air Force (USAF) spanning more than two decades. We set the Air Force standard for community socioeconomic and demographic assessments for base disposal and reuse actions. Working as a subcontractor to The Earth Technology Corporation, we performed life-cycle cost, regional economic, demographic, public service, infrastructure, biological restoration, and threatened and endangered species investigations. Our work was instrumental in successful completion of Environmental Impact Statements (EISs) for ten Air Force installations in Base Re-Alignment and Closure (BRAC) Rounds I, II, and III. In addition, we provided broad-spectrum support to Air Force and Department of Defense BRAC policy analyses as well as on-site biological monitoring and habitat restoration studies. Projects included technical analysis of air space, biology, cultural resources, demographics, economics, construction costs and resource requirements, housing, public finance, public services, transportation, utilities, and wetlands ecology.
Our work encompasses overview-level assessments at all 100 USAF then in operation. Our biological monitoring, wetlands restoration, and threatened and endangered species investigations were focused on Vandenberg AFB, CA. Additionally, we performed NEPA compliance analyses at ten locations throughout the United States. Our BRAC assessments typically projected real property redevelopment and facility reuse trends over periods in excess of 20 years. For example, our forecasts of on-site and site-related jobs at Norton AFB considered four alternative scenarios for two decades post-closure of the base. Our technical support efforts were based on assessments of consistency with local comprehensive plans and zoning ordinances, federal and state wetlands protection regulations, and local government fiscal and service provision practices.
The various sub-projects under this umbrella contract required participation in inter-governmental planning and review groups, including USAF major commands, the National Aeronautics and Space Administration (NASA), the Federal Aviation Administration (FAA), the Federal Bureau of Prisons, the U.S. Fish and Wildlife Service, and other federal, state, and local agencies. Our work complied with NEPA and it’s implementing Department of Defense (DoD) and USAF regulations, directives, guidance, and instructions. Our performance also required adherence to the Federal Acquisition Regulation and DoD and Air Force supplements applicable to cost-type contracts.
